Well formed XML test for Windows?

Paxata is failing to import my XML file. 

I see a help article in Admin Corner called import xml file results in " Unknown or unsupported file format ". This article does not specify how to test well formed structure on Windows and I cannot comment on the article to ask for enhancement.

Paxata requires xml files be well formed.  If the xml is not well formed, the import will fail.

There are various different tools that can help the user validate the quality of the XML file. One tool that I particularly like using for this purpose is XML Buddy.
